МІГРАЦІЙНИЙ ЧИННИК ЗНИЖЕННЯ СТІЙКОСТІ ІНСТИТУТУ СОЦІАЛЬНОЇ ДЕРЖАВИ

Анотація

Аналіз впливу імміграції на стійкість соціальної держави аргументований: 1) довготривалою (понад півстоліття) кризою соціальної держави; 2) стрімким зростанням у високорозвинених державах кількості іммігрантів, особливо – біженців, прийняття та інтеграція яких є затратною. Відзначено, що вплив імміграційного чинника на соціальну державу узалежнений від того, про яку з груп мігрантів йдеться (від висококваліфікованих трудових мігрантів, за яких конкурують провідні держави, до біженців з зон конфліктів та воєн). Аргументовано, що навантаження на соціальну державу зростає передусім в частині іммігрантів-біженців, які мають складності з інтеграцією у новий соціум та на ринку праці. Вказано на фактори, від яких узалежнений характер впливу імміграції на соціальну державу: 1) вік іммігрантів, у якому вони прибувають; 2) швидкість, з якою мігранти виходять на ринок праці; 3) час, упродовж якого мігранти узалежнені від допомоги від держави; 4) характеристики людського капіталу іммігрантів; 5) розмір соціальних виплат, обсяг соціальних гарантій, які надані мігрантам та ін. Підкреслено, що вже друге десятиліття поспіль (з початку у 2008 році глобальної фінансової кризи) у більшості соціальних держав зменшується як державна (бюджетна економія), так і суспільна підтримка соціальних програм для іммігрантів. Після європейської міграційної кризи 2015 року увага урядів соціальних держав приділена не стільки інтеграції мігрантів, скільки зміцненню зовнішніх кордонів ЄС для убезпечення від неконтрольованого потоку біженців. Звернено увагу, що рецесія після локдаунів, зумовлених Covid-19, вкотре посилює режим економії навіть у найрозвиненіших соціальних державах, що позначається на реалізації іммігрантами гарантованих їм соціальних прав. Підкреслено, що зростання чисельності іммігрантів у розвинених країнах хоч і посилює тиск на національні інститути соціальної держави, але є лише одним із чинників зниження стійкості класичних моделей соціальної держави. Проблема, на думку авторки статті, вбачається радше у нездатності політичного істеблішменту організувати швидку інтеграцію новоприбулих мігрантів на ринку праці.
