МІЖНАРОДНІ ВІДНОСИНИ В УМОВАХ СВІТУ VUCA: ВИКЛИКИ ТА АДАПТАЦІЯ

Анотація

У статті досліджено вплив концепції VUCA (волатильність, невизначе- ність, складність, неоднозначність) у сфері сучасних міжнародних відносин. Ми проаналізували, як ці компоненти впливають на глобальні політичні та безпекові процеси, зокрема в умовах постхолодновоєнного світу, де зросли нестабільність і непередбачуваність. Визначено, що традиційні підходи до аналізу міжнародних відносин стають менш ефективними через ускладнення глобальних процесів, викликаних взаємозалежністю держав, швидким розвитком технологій і зростанням нових загроз.

Особливу увагу звернено на вплив новітніх інформаційних і комунікаційних технологій, які сприяють посиленню впливу факторів VUCA в аспекті ускладнення міжнародної взаємодії. Технологічний прогрес призводить до швидких змін у сфері політики й безпеки, створює нові виклики для міжнародних акторів. У статті досліджено проблеми, повʼязані з адаптацією міжнародних акторів до нових умов, а також необхідність перегляду традиційних моделей управління в контексті сучасних викликів. На основі системного підходу проаналізовано взаємозвʼязки між різними політичними, економічними та соціальними факторами, що ускладнюють прийняття рішень у міжнародній політиці. Висвітлюються питання ролі міжнародних комунікацій у підсиленні складності та неоднозначності глобальних процесів.

Концепція VUCA є ефективним аналітичним інструментом для розуміння сучасних міжнародних відносин. Її застосування дає змогу більш адекватно пояснити нові виклики, а також сприяє розвитку нових підходів до управління міжнародними процесами в умовах зростаючої непередбачуваності й складності.
