NON-PROLIFERATION AND ARMS CONTROL REGIME AS A SUPERSYSTEM AND GUARANTOR OF THE STABILITY OF THE EURO-ATLANTIC SYSTEM

The article regards the regime of nuclear non-proliferation and arms control as a complex environment of the Euro-Atlantic security system, its supersystem and the international field of interaction with other actors. The article reviews the fundamental role of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) as a system-forming treaty and the influence of modern international dynamics on the shaking of the basics of arms control. Particular attention is paid to cause-and-effect relationships in the processes that take place in the two systems and how they are reflected in each other.
Speaking of the non-proliferation system the emphasis is made on the role of NATO and US. Related controversial questions are also addressed. Article mentions the contribution of the West to achieve a nuclear-free world and its constraints at the current stage. It is noted that at present the nuclear arms race is manifested not in quantitative but in qualitative terms in the context of large-scale modernization projects of nuclear states.
On the other hand, the destructive impact of the US withdrawal from a number of international treaties, such as the Medium-Range and Short-Range Missile Treaty and others that President Trump described as ineffective in line with his largely bilateral policy, in contrast to Obama's multilateral diplomacy, is also highlighted. A similar fate befell the Open Skies Treaty and can still befall the New START despite the election of J. Biden as the new president.
In general, it is concluded that there is a close link between the non-proliferation regime and Euro-Atlantic security, the two-way impact of decisions and developments in a given system. It is underlined that maintaining the system of non-proliferation and arms control is in the interests of all international actors in order to preserve strategic stability and predictability of the international situation.
