ELECTRONIC DEMOCRACY: STRATEGIES AND IMPLEMENTATION EXPERIENCE IN THE REPUBLIC OF POLAND

The article identifies some aspects of the e-democracy implementation and analyzes the mechanisms of their implementation in the Republic of Poland. Some departmental normative-legal documents, state projects and directions of their realization are characterized. Attention is drawn to the fact that the Republic of Poland has national standards of cooperation based on European standards EIF 2.0. Standards determine the unification of informatization processes, interchangeability and compatibility. Through interoperability, public institutions cooperate with each other, exchange information between institutions, thereby fulfilling all legal requirements in order to improve administrative productivity and limit bureaucracy for the benefit of people and business. It has been investigated that since 2011 the development of the information society in Poland has been taken care of by the Ministry of Administration and Digitization. Currently, the Ministry of Management and Digitization of Poland has successfully implemented the following projects: State Program for the Development of an Integrated Real Estate Information System; Digitization is a project that ensured the country’s transition to digital television as part of the Ministry of Communications’ information and education program. The use of the electronic platform «Elektronzna Platforma Usług Administracji Publicznej» and the program «Polska Cyfrowa» was studied. It is determined that the main goal of the Polska Cyfrowa program is to provide wide access to high-speed Internet; stimulating the growth of computer literacy among the population; increasing the efficiency and convenience of electronic public services; increasing the volume of ICT services and improving their quality.
