Abstract

The article is devoted to the study of cultural diplomacy as a «soft power» in- strument. It is regarded to be an increasingly important area of public policy due to the need to address issues of national security quickly, positive international image, and global communications. Institutionalization of cultural diplomacy is a condition to form cultural diplomacy policy as a systematic and purposeful activity, which, on the one hand, will affect national security and international image, and on the other it will open prospects for socio-cultural and economic development, positively affect domestic political stability, ability to see and plan the future. The Council of Europe, Lutsk city territorial community and the world as a whole pay particular attention to the effectiveness of intercultural policy through the implementation of the Intercultural Cities Programme. Diversity has become an integral part of modern society and is especially felt in the urban en- vironment. The Council of Europe and partner cities have developed and recog- nized an intercultural approach to integration and inclusiveness that allows cities to put diversity at the service of personal and societal development. The topic is a current need and requirement of the time, as it promotes justice and cohesion in culturally diverse societies.
