COMMUNICATIVE PRACTICES OF ISRAEL’S PUBLIC DIPLOMACY: EXPERIENCE FOR IMPLEMENTATION IN UKRAINE

Abstract

The authors analyzed the problem of how the Israeli political authorities orga- nized public diplomacy aimed at creating the image of a country fighting for a safe life. Considering the similar conditions with Ukraine, because both countries are in a state of long-term foreign policy conflict, the article has impor- tant scientific and practical significance. Israel has organized public diplomacy in syncretism with the Khazbara propaganda system, the subjects of which are both government agencies and public organizations. Directions of com- munication practices of public diplomacy: Lobbying activities for the inter- ests of Israel mainly take place in the United States. Her goal – contain Iran’s nuclear program, receive economic and military support in the fight against Hamas; Digital and direct communication practices create an image of Israel as a country suffering from terrorism, and at the same time, subjects of public diplomacy set the goal of showing Israel as a stable, democratic state, attrac- tive in terms of living standards, in which the political authorities have created the most simplified conditions for ethnic Jews to obtain state citizenship; Israel is especially active in organizing this work in countries where there is a large Jewish diaspora; Among Arab countries, foreign policy with Egypt is develop- ing most positively; the main direction of public diplomacy is the motivation of economic interests. Moreover, as practice shows, public diplomacy and bi- lateral relations succeed when the political leader of the recipient country has a positive attitude towards Israel. Through US mediation, Israel has begun to improve relations with Saudi Arabia based on common interests in limiting Iran’s influence, but the escalation of Israel’s conflict with Palestine will most likely worsen the already poor bilateral relations between Israel and Saudi Ara- bia. The Israeli government cares about its image in Ukraine, but provides limited military assistance in order to avoid conflict with Russia. At the same time, Israeli public organizations provide enormous humanitarian assistance to Ukraine. Communicative practices of public diplomacy based on multicultur- alism are not successful. The focus of public diplomacy texts is the protection of Israeli children, their safety, and providing assistance. Civil servants are actively involved in the communicative practices of public diplomacy, and this experience should be used in Ukraine.
