INTERNATIONAL LEGAL AND ORGANIZATIONAL DESIGN OF THE CLIMATE CHANGE ARCHITECTURE

The article analyzes the regulatory framework for solving climate change problems. The content of the main international legal acts regulating climate change issues and the organizational structures associated with them, in particular climate conferences and the Intergovernmental Panel on Climate Change (IPCC), are analyzed. The influence of international conferences on the adoption of international legal documents, which aimed to solve the global problem of climate change, is traced. Particular attention is paid to the UN Special Resolution «Maintaining the Global Climate for Current and Future Human Activities», the World Climate Program, the World Climate Research Program, the Vienna Convention on the Protection of the Ozone Layer, the Montreal Protocol on Substances that Deplete the Ozone Layer, the Basel Convention on the Control of Transboundary Movements hazardous waste and its disposal. and the UN Framework Convention on Climate Change, the Kyoto Protocol to the Framework Convention and the Paris Climate Agreement.
The author believes that the following should be taken into account: climate policy is carried out at different levels – from local to global, and therefore requires regulatory and organizational support for solving climate change problems at all these levels, which should turn into a collective decision-making toolkit, a search for compromises satisfy all parties to climate change negotiations.
