Abstract

The article investigates the conceptual foundations of political parties as subjects of civil society. It is indicated that the main feature of the existence of civil society is the free nature of associative life, in which a person voluntarily participates in social processes and takes responsibility. The attention is focused on the fact that the analysis of the quantity and quality of proposals from political parties is a sign of the level of development of civil society in a separate social system. It was found that civil society could not only develop and improve the functionality of its institutions, but also degrade. It is analyzed that public control over the activities of political parties in Ukraine is poorly developed. The reasons for this are the lack of understanding of its necessity, the general lack of understanding of the primacy of the interests of civil society in relation to the power institutions, the weak institutional ability of public control (lack of professionalism and communication). A significant part of civil society organizations only imitates public control, but in fact, their actions are aimed at satisfying their own interests. In order to strengthen public control, it is necessary to increase the number and quality of public organizations, their competence, institutional and resource capacity, improve communication, search for and use of new control technologies and improve joint actions. It is important to take into account the national specificities of different countries, their historical traditions and the duration and dynamics of political parties.
