ANTI-CORRUPTION REFORMS AS A MECHANISM OF INCREASING THE LEVEL OF CONFIDENCE TO THE INSTITUTES OF THE POLITICAL SYSTEM IN UKRAINE

Abstract

The article carried out a comprehensive study of anti-corruption reforms in Ukraine as a
mechanism to increase the level of confidence in the institutions of the political system of
Ukraine. It is proved that the existing state bodies in the field of preventing, combating and
combating corruption have sufficient authority to monitor compliance with the requirements of
the legislation on access to public information, apply measures to curb violations of the
requirements of regulatory legal acts in this area and bring those responsible to justice . In this
context, it is advisable to note that, in contrast to Ukraine, successful international practice
testifies to the minimization of the number of bodies responsible for fighting corruption while
maximally expanding the list of inherent functions. The experience of creating special anticorruption institutions and their first steps indicate that the process of their formation will
require time and a number of politically complex activities, among which the most important
are: ensuring the real political independence of anti-corruption law enforcement agencies;
ensuring effective coordination of anti-corruption authorities; improvement of anti-corruption
legislation in the direction of «closing» the possibilities to avoid punishment for acts of
corruption; the creation of the Anti-Corruption Court; introduction of an automatic electronic
declaration verification system; reforming the criminal justice system. Creation, the process of
staffing and the first steps of new anti-corruption institutions took place in a tough political
struggle and active opposition from representatives of the political elite, law enforcement
agencies and the judiciary who were interested in maintaining the status quo.
